Conducted survey with Kosovar Refugees displaced in Albania during the Kosovo War of 1999. Analyzed patterns of refugee flows, wrapped up conclusions in a book distributed widely and made available to the Hague Tribunal on Millosevic trial upon its request.

IPLS proposed a scheme, a procedure and mechanisms which were used by Tirana Hall to setup its current Citizen Information Center where most of the requests by local businesses are now collected and delivered. In that case IPLS undertook a profound analysis of the workflow related to the processing of the requests lodged by the local citizens/businesses, formulated recommendations for appropriate regulatory interventions, prepared model forms for use by citizens in their dealings with the Municipality, prepared an internal regulation aimed at eliminating the existing flaws through a streamlined and expeditious procedure.
 
   
Training of Asylum System Public Officials    (2002) UNHCR
   
Four hundred police personnel notably border police, and a hundred and forty public servants trained in all twelve regions of Albania to adequately implement international and Albanian legislation in the field of asylum and refugee rights.
 
   
Budgeting-Public Procurement Procedures-Transparency (2002)     
 

Creation and enforcement of three national public procurement registries: Registry of Expenditures, Registry of Public Procurement Forecasting, Registry of Public Procurement Realizations. The IPLS work resulted into the approval of a Council of Ministers Decision in December 2002. The Public Procurement Agency was assisted by IPLS to carry out a part of the CoM Decision requirements.

The project aimed at increasing the planning capacity of procurement entities, enhancing the visibility of expenditures by central bodies of Government, increasing the transparency and access of public procurement process for all stakeholders through the introduction of Information Technology.

An impact assessment of USAID programs in Albania since 2000, and recommendations for change into the remaining 2003-2006 period. The assessment focused on all areas under USAID Democracy and Governance programs, notably rule of law, anti-corruption and civil society development.
 
   
Survey of Court Users (2003) World Bank
 
A survey of Tirana Appeal Court, Supreme Court and Durresi District Court has been conducted as a pilot project on WB funding. The survey was conducted with simple applicants as well as lawyers and prosecutors in order to bring together different perspectives/perceptions on the functioning of the Albanian court system. Analysis and recommendations based on findings of survey were also provided.
 
   
Analysis of  Survey Findings on Tirana Municipal Services Delivery    (2003) World Bank
   
A detailed and thorough analysis was undertaken of the results of a Survey on Tirana Municipal Services, conducted by another Albanian Institute (Urban Research Institute), under the WB-funded Tirana Transparency Project. Recommendations, useful for the Tirana City Hall in addressing its citizen concerns, were summarized by topic of survey.
 
   

The Collection of Political Philosophy and Sciences (Translation and publication of a political philosophy and  sciences books’  collection)  (2004 - on)

IPLS is in the process of publishing and distributing a rich collection of European and American political literature. The collection shall constitute a coherent system of knowledge in the field, which shall be of great help to the Albanian intellectual elite as well as students and scholars of political philosophy and sciences.

 
   
Improve Dissemination of Information and Public Relations at the Ministry of Justice of Albania (2005) World Bank

 

 

The project intended to help the MOJ articulate and implement an overall Information Strategy for the justice sector. It focused on the establishment of a comprehensive information system at the MOJ consisting of three major dimensions: internal communication, communication with stakeholders of the justice system and the general public. The project provided for a series of concrete measures encompassing regulatory development, policy direction, restructuring, marketing tools, etc. IPLS provided concrete proposals for a Public Information Office, a Media Office, and a revised and ameliorated Web Site, as important contact and delivery points of the MOJ for the general public and the various stakeholders of the justice sector.

IPLS provided legal and technical advice and written recommendations on the content and structure of the [then] future Internal Rules of Procedure for the Anti-Corruption Agency of Kosovo, in accordance with the newly passed law on “Suppression of Corruption”.
